The only reason to buy a display with a TV tuner onboard is if you will be hooking it up to coax or rabbit-ear antennas to tune into your local TV stations.
If you have High Definition cable TV service (with a digital HD cable box), you don't need a display with a TV tuner onboard. The digital HD cable box serves as the tuner, and it has DVI or HDMI outputs which should work with an HDCP-compliant monitor.

Plasma all the way for me
Not any Plasma, my preferences so far are from Panasonic & Samsung
Much more vivid colors, 1000X darker blacks, much more fluid display
Burnins are a thing of the past for plasmas, unless you really over-abuse it,
I've fell asleep numerous times leaving the tv on with those latenight ads where the botom right logo stays and have no burns at all, Samsung actually have a new technology where they shake the pixels after a few seconds to avoid burns

Well With a laptop you have access to portable media of all sorts which opens a gateway of education entertainment , etc. And You could get and adapter to hook cable up to your laptop , so I would have to say laptop , the only con is that The screen isn't nearly as large as the ones on most LCD tv's
But The TV option isn't bad either , If you do decide to buy a TV , Go with the Sony , I have one and it has a much nicer screen , etc compared to the LG I have , The con with the tv though , is that it simply doesn't have the same kind of capabilities as a laptop does .
So To conclude , My preferred option would be a laptop (I use mine much more than I do my television)
But If you were to buy a television I would Go with Sony for sure
