Don't make them too low, don't make them too high, and make sure the angle is right. You can play around with this a bit before firmly placing the fixtures.
Lastly, you should know that these lights generally don't come with dimming features. After all, you're usually getting them because you want them to be bright.
Still, if you're interested in getting dimming fluorescent lights, you can find these if you look for them specifically. You may have to shell out a few extra dollars, but they do exist.
